They aren't really generalizing. It was a ladyboy caught committing a crime. If it was a man or a lady they would have said that. Otherwise what would they say? A human was caught pick pocketing? Ladyboys are known to commit significant crime in Pattaya probably because they are bigger and stronger than girls and also tend to be more likely to be on drugs.
